Talim togrisidagi Qonun va Kadrlar tayyorlash milliy dasturining qabul qilinishi bilan uzluksiz talim tizimi orqali zamonaviy kadrlar tayyorlashning asosi yaratildi. Rivojlangan mamlakatlarda pedagogik tadqiqotlarni amalga oshiradigan kop sonli ilmiy muassasalar ishlab turganligi, Germaniya, Fransiya, AQSH, Yaponiyada talim tarbiya nazariyasi muammolari bilan yuzlab davlat va xususiy tashkilotlar, Universitetlar pedagogik tadqiqot markazlari shugulanayotganligi kopchiligining faoliyati oquv dasturini takommillashtirish va qayta qurishga qaratilganligiga etibor qaratiladi. Oquv dasturlarini qayta kurib chiqish, ozgartirish ikki asosiy yonalishda: ekstensiv va intensiv usul bilan amalga oshirilgan bolib, talabalar ushbu yonalishlar mohiyatini organishlari lozim. Birinchi holatda oquv muddati uzaytiriladi, oquv materiallari hajmi kopaytiriladi; ikkinchi holda esa mutlaqo yangi dastur yaratiladi. Bu orinda ikkinchi yol, kopchilik mutaxassislarning etiroficha maqbul hisoblanadi. 1961 yilda "Bosh yangi bazis" tamoyillari asosida AQSH orta maktablarni islohot qilish boshlangan edi. Har bir yonalish oz navbatida bir necha qismga bolinadi. Masalan, matematika, algebra, trigonometriya, ish yuritish, kompyuter texnikasini qollashdan iborat barcha majburiy predmetlar tarkibiga yangi kurslar kiritildi. 1985 yildan etiboran barcha yuqori bosqich kollejlarning toqson foizi shu besh bazisli tamoyillar asosidagi dasturlar bilan ish olib bormoqdalar. Talimning boshqa turlari esa iqtisoslashtirish davrigacha amalga oshiriladigan boldi. 80 yillardan boshlab AQSH da organilishi majburiy bolgan fanlar doirasi kengaytirildi. Ingiliz tili va adabiyoti, matematika va tabiiy fanlar oquv setkasining yadrosini tashkil etadigan boldi. Qolgan predmetlarni tanlab olish oquvchilar va ota- onalar ixtiyorida qoldirildi. Germaniya toliqsiz orta maktablarida asosiy predmetlar bilan bir qatorda tanlab olinadigan ximiya, fizika, chet tillari kiritilgan oquv dasturlari ham amalga oshirilayapdi. Bu oquv dasturi tobora toliqsiz orta maktab doirasidan chiqib, orta maktablar va gimnaziyalarni ham qamrab olmoqda. Fransiya boshlangich maktablarida talim mazmuni ona tili va adabiyoti hamda matematikadan iborat asosiy, tarix, geografiya, axolishunoslik, tabiiy fanlar, mexnat talimi, jismoniy va estetik tarbiya kabi yordamchi predmetlarga bolinadi. Yaponiya maktablari ikkinchi jahon urushidan keyinoq Amerika talimi yolidan bordi. Lekin shunga qaramay, bu ikki mamlakat oquv dasturida qator farqlar kozga tashlanadi. Yaponiyada oquv dasturlari jiddiy murakkablashtirilgan asosiy fanlar majmui ancha keng, bir qator yangi maxsus va oquv fakultativ kurslar kiritilgan. Aftidan, rivojlangan davlatlarda oquv dasturining rivojlanishi mana shu yonalish asosida qurilmoqda. Rivojlangan xorijiy davlatlarda talimning mamlakat ichki siyosatiga faol tasir etadigan ijtimoiy jarayon ekanligi, etirof qilingan xaqiqatdir. Shu tufayoli ham chet mamlakatlarda maktab ehtiyojini iqtisodiy taminlashga ajratilayotgan mablag miqdori yldan ylga - oshib bormoqda. Malumotlarga kora, 80 yillarda AQSH oquvchilarining 50 yillarga nisbatan reyting korsatkichi 973 dan 893 ga tushib ketgan, Fransiyada ham 3 lisey bitiruvchilari va lisey sohasida faoliyat korsatuvchidan biri muvoffaqiyatsizlikka uchrayotganligi takidlanadi.
