Ozbekiston Respublikasi Vazirlar Mahkamasi huzuridagi Oquv dasturlari, darsliklar va oquv qollanmalarni qayta korib chiqish va yangilarini yaratish boyicha respublika muvofiqlashtirish komissiyasi kengaytirilgan majlisining 2000 yil 30 sentabrdagi Milliy istiqlol goyasi: asosiy tushuncha va tamoyillar fanini uzluksiz talim tizimiga joriy etish haqidagi Qaroriga kora 2000-2001 oquv yilining 2-choragidan etiboran umumiy orta talim muassasalarining oquv rejasidagi 7-9-sinflar uchun Manaviyat asoslari orniga Milliy goya va manaviyat asoslari oquv fani joriy etildi. 2000 yil 9 oktabrda Xalq talimi, Oliy va orta maxsus talim vazirliklari bu masalani yana bir bor korib chiqib uni hayotga joriy qilish uchun zaruriy ishlarni belgilab oldilar. 2001 yil 18 yanvarda Ozbekiston Prezidentining Milliy istiqlol goyasi: asosiy tushuncha va tamoyillar fani boyicha talim dasturlarini yaratish va respublika talim tizimiga joriy etish togrisidagi Farmoyishi qabul qilindi. Fanni organish zaruriyati. Insoniyat tarixiy taraqqiyotining tsivilizatsiyalashgan davri biron-bir jamiyatning ezgu goyalar va mafkurasiz rivojlana olmasligini tasdiqlab kelmoqda. Ozbekiston oz milliy mustaqilligini qolga kiritgach Prezidentimiz Islom Karimov tashabbusi bilan ozbek xalqi oz oldiga ozod va obod Vatan, erkin va farovon hayot barpo etish kabi maqsadlarni qoydi. Ana shu maqsadni amalga oshirish, yurtimizda demokratik tamoyillarga asoslangan jamiyatni barpo etish ehtiyoji tugildi. Buning uchun bizga yot va begona goya tajovuziga qarshi tura oladigan, har tomonlama barkamol, komil insonlarni voyaga yetkazish, bu yolda goyaviy, mafkuraviy boshliq bolishiga yol qoymaslik, mamlakatimizning yuksak taraqqiyotini taminlash uchun milliy istiqlol mafkurasini shakllantirishni taqozo etdi. Mustaqillikning ilk yilidanoq mustabid kommunistik goyadan voz kechildi. Ozbekiston xalqi oz milliy goyasi negizlariga tayangan holda rivojlanish yolini tanladi. Buning oziga xos sabablari mavjud bolib, ularni quyidagicha izohlash mumkin: 1. Mustaqillik tufayli mamlakatimiz xalqi oziga xos yolni tanlash huquqiga ega boldi. Bu xalqimizning manaviy merosi, qadriyatlarini qayta tiklash imkoniyatini berdi. 2. Mustabid totalitar tuzum kommunistik goyasi ozbek xalqini manaviy merosi, urf-odatlari, qadriyatlari, manaviyatidan begonalash-tirish siyosatini olib bordi. Endilikda ana shu asoratlardan xalos bolish ehtiyoji paydo boldi. 3. Har qanday davlat, jamiyat, xalq maqsadsiz yashay olmaydi. U rivojlanish uchun manaviy asoslarni belgilab olishi zarur. Bu maqsad xalqning milliy-manaviy goyalarida aks etgan bolib, milliy istiqlol goyani organish zaruriyatga aylandi. 4. Jamiyat taraqqiyotida turli xil goyalar hukmronlik qilib kelgan bolib, goyaviy maqsadlar tufayli har xil salbiy oqibatlarni yuzaga keltirgan. Ana shu goya bilan goyaning, maqsad bilan maqsadning, fikr bilan fikrning farqini bilish uchun milliy istiqlol goyasini organish lozim. 5. Shaxs, inson, ijtimoiy guruh, qatlam, xalq, millat, davlat maqsadi, orzu intilishi, qarashlari bir-biridan farq qilganidek, uning qanday maqsad va goya ekanligiga qarab baho beriladi. 6. Ayrim goyalar malum bir millat, xalqning maqsad, intilishlarini hisobga olmasdan oz goyalarini singdirishga urinadi, bunday yot yoki yovuz goyalardan ogoh bolish uchun milliy istiqlol goyasini organmoq kerak. 7. Bugungi kunda dunyoda mafkuraviy kurash, inson ongi va qalbi uchun kurash ketar ekan, ayrim yot goyalar yoshlarni oziga rom qilib oz shaxsiy manfaat yolida foydalanishga harakat qilayotganliklari boisdan ham milliy istiqlol goyasini organish zaruriyatga aylandi. Kelajagi buyuk davlatni barpo etish milliy istiqlol goyasini singdirish orqali amalga oshiriladi.
